Tobey is a native of Austin, Texas. He and his wife, Cathy did their under-grad studies at Howard Payne University in Brownwood TX. After graduating, they moved to New Orleans (1977) where Tobey attend New Orleans Baptist Theological Seminary. There Tobey earned the Master of Divinity and the Doctor of Ministry degree.
Tobey and Cathy served for 30+ years in the French Quarter and Downtown New Orleans providing ministry to the homeless community and street addicts through the Brantley Baptist Center. They also planted a church in downtown, the Second Chance Fellowship through which they met spiritual needs of hundreds of those on the streets each week. Following Hurricane Katrina, they directed the work of Operation N.O.A.H., rebuilding 1000 storm damaged homes.
Tobey served the North Shore Baptist Association as the Ministry Strategist. Additionally he served as the Faith-Based Liaison for the St. Tammany Parish Local Emergency Planning Committee (LEPC) and the Emergency Operations Center (EOC).
Tobey began serving at First Baptist Church Pearl River in 2012. He is also the volunteer chaplain for the local Police Department as well as St. Tammany Parish Coroner.
